State Police trooper injured during vehicle chase to apprehend York man

YORK, Pa. — A York County man is facing more than two dozen charges, including multiple felonies, after allegedly leading police on a 12-mile vehicle chase on Interstate 83 last Friday.

A Pennsylvania State Police trooper was injured during the chase, which ended with the capture and arrest of 27-year-old Richard Otchere, according to a criminal complaint affidavit filed by investigators.

Otchere allegedly reached speeds of more than 120 mph during the chase, police claim.

The incident began at 5:15 p.m. when a trooper saw a black 2015 BMW sedan traveling at more than 70 mph in a 55 mph speed zone. In addition to traveling above the speed limit, the vehicle had tinted windows and was committing multiple other traffic violations, such as weaving between lanes and tailgating, police stated.

The trooper activated his vehicle's emergency lights, at which point the other car drastically increased speed in an alleged attempt to flee, according to the complaint. 

While the trooper pursued, he observed the other vehicle pass multiple cars, nearly causing multiple collisions, and at times swerve into opposing lanes.

The pursuing trooper eventually performed a Precision Immobilization Technique (PIT) maneuver to force the BMW off the road. The car struck another trooper's vehicle, before coming to rest at the roadside. 

The second trooper sustained a dislocated shoulder in the incident, the complaint stated.

Police had to forcibly remove Otchere from the BMW. He reportedly resisted arrest and showed signs of impairment, according to the police documents.

Otchere is charged with felony counts of fleeing or attempting to elude police, misdemeanor counts of obstructing law or other government functions and resisting arrest, among other charges.
