Steelton borough issues violation to 'The Hideout' and its property owner

The violations follow the death of a man at the property in the early morning hours of March 23.

STEELTON, Pa. — Steelton's Borough Council held a moment of silence Monday night, recognizing 35-year-old Otilio Lugo-Rivera. He was killed at 'The Hideout' in the early morning hours of March 23.

Those leaders are taking action. A notice of violation of an ordinance was issued to Dante Labron Entertainment, LLC, which hosted an event called ‘Baddies R Us' on the night Lugo-Rivera was killed.

Steelton Borough requires a permit for “Any person who operates a sexually oriented business.”

Dante Labron could not be reached for comment.

The owner of the property, listed as Hernan Parades in public property records, was also given a notice of violation.

FOX43 reached out to him as well but did not hear back.

The event space has been closed ever since Lugo-Rivera was killed.

Last week, Steelton Police confirmed Parades did not allow authorities in without a warrant. Lugo-Rivera's body sat inside the venue for seven hours while authorities obtained that documentation.

Chief County Detective Corey Dickerson confirmed an autopsy was done last Tuesday.

He says the office is still waiting for toxicology results and is following other leads involved in Lugo-Rivera's death.

The Steelton Borough Council as well as Code’s Enforcement officer Aaron Curry declined on-camera interviews on Monday.

Council leaders announced on Tuesday, April 2 that Steelton Borough has enacted a new chronic nuisance property ordinance to address recent and persistent public safety concerns in the borough. 

The ordinance, which was enacted on Feb. 5, is intended to bolster the borough's existing enforcement capabilities for chronic nuisance properties while also promoting community well-being in the borough. 

District Attorney Fran Chardo said he is waiting to see whether an autopsy on Lugo-Rivera will reveal the cause and manner of his death before deciding on what charges, if any, will be filed.

A large altercation with many people took place around the time the club was closing down, Chief County Investigator Corey Dickerson said.
