Steelton ordinance aimed at addressing issues in the borough

A "chronic nuisance properties" ordinance passed in January sets new procedures for persistent problems in the borough.

STEELTON, Pa. — A dispute in Steelton turned deadly over the weekend. 

It happened Saturday morning at The Hideout, not far from the Cyrene Lodge that was shut down in February following multiple shootings.

Juan Layton, who works in Steelton, says he notices the problems.

"At clubs, [people] want to go drink and have a good time, you know?” he said. "One thing leads to another once they get to a certain point with their drinking, and that’s where everything causes a problem."

A vigil sits on the steps of the after-hours club where a 35-year-old man was found dead following an altercation.

Saturday’s homicide happened less than half a mile from the Cyrene Lodge, which the mayor shut down last month over multiple shots fired incidents

"There’s several issues on multiple properties in town," Steelton Police Chief Bill Shaub said.

Those issues led the borough council to pass an ordinance in January dealing with "chronic nuisance properties."

"If there are three calls within a certain timeframe, you get a warning letter from me," Shaub said. "During that time you have 10 days to be with me to put in stipulations to open back up or run the business."

The Cyrene Lodge can reopen, with new certifications for staff, security measures, and limitations.

"They must close down at 1 and all persons must be off the property by 2 a.m.," Shaub said.

Shaub says the ordinance aims to prevent these types of incidents.

The man killed in Saturday’s incident was identified as 35-year-old Olitio Lugo-Rivera. Authorities are waiting for the results of Tuesday's autopsy before announcing what charges may be filed.

A relative of Lugo-Rivera's was at the vigil and did not want to speak on camera. He told FOX43 that Lugo-Rivera was a father to six kids and was loved by his family and the community.
