Officials announce 37 arrests in narcotics investigation in Hanover, surrounding area

York County District Attorney Dave Sunday and Chief Chad Martin of the Hanover Borough Police Department announced the results of a two-year investigation Wednesday.

HANOVER, Pa. — Officials announced the arrests of 37 people as the result of a narcotics investigation in Hanover and the surrounding areas.

York County District Attorney Dave Sunday and Chief Chad Martin of the Hanover Borough Police Department announced the arrests at a press conference Wednesday.

According to authorities, the investigation began in November 2021, with the arrest of 51-year-old Billy Austin Norris, of Gettysburg, for the charge of delivery of cocaine.

Ultimately, that arrest led investigators to the discovery of "a largescale network of individuals trafficking illegal narcotics throughout southeast York County," Sunday's office said in a press release.

"This investigation is a tremendous example of patience, tenacity, and collaboration," Sunday said. "This is a stern and loud message that we will not tolerate the flow of illegal narcotics into our community and will continue to utilize every resource at our disposal to dismantle these networks.

The suspects arrested as part of the investigation are:

  • Billy Austin Norris, 51, of Gettysburg: 2 counts of delivery of cocaine for incidents in Hanover beginning in November 2021
  • Frederick M. Hess Jr., 49, of Hanover: 2 counts of delivery/possession with intent to deliver cocaine/fentanyl in Hanover for incidents beginning in February 2022. During the investigation, a search of a home on the 300 block of East Middle St. in Hanover uncovered cocaine, fentanyl, $2,800 in cash, two handguns, and two long guns.
  • Amy Beth Wolf, 33, of Hanover: 2 counts of delivery/possession with intent to deliver cocaine and fentanyl in Hanover for incidents beginning in February 2022. Wolf was present with Hess when police searched the home on East Middle Street.
  • Bradley "Cupcake" Raymond Stoner, 59, of Frederick, MD: possession with intent to deliver cocaine and criminal conspiracy after police served a search warrant at a home on the first block of McCosh St. in Hanover in March 2022. Stoner was also indicted by federal prosecutors in Maryland for alleged actions in this case
  • Staci Ada Hawkins, 34, of Hanover: possession with intent to deliver cocaine and criminal conspiracy. Hawkins was with Stoner when the home on McCosh St. was searched
  • Darnell "Packey" Harris, 41, of York: charged with 11 counts of delivery/possession with intent to deliver cocaine and criminal conspiracy
  • Amber Lauren Hall, 33, of Hanover: 5 counts of delivery/possession with intent to deliver cocaine and criminal conspiracy
  • Todd Chenoweth, 39, of Hanover: one count of delivery/possession with intent to deliver cocaine and criminal conspiracy
  • Tony Allen Wagner, 57, of Hanover: 4 counts of delivery/possession with intent to deliver cocaine
  • Wendy Hake, 61, of York: one count of possession with intent to deliver cocaine and criminal conspiracy.

During the investigation, police determined Harris was operating a cocaine delivery ring in Hanover and West Manchester Township. On some occasions, Harris would send the drugs to other people, or he would send Hall, Chenowith, or Wagner to meet the buyer. Harris and Hall would often operate out of hotel rooms in the Hanover area. 

Police determined Harris was holding larger quantities of cocaine at Hake's home on Gerard Avenue in York. He would often travel between his former home in West Manchester Township, Hake's home in York, and hotel rooms in the Hanover area to facilitate his cocaine distribution operation.

Harris and Hall were arrested on Sept. 8 after delivering cocaine to another person. This led to the search of a Hanover-area motel room, where quantities of crack cocaine were recovered. Later that day, police searched Hake's home on the 700 block of Gerard Avenue and found crack cocaine Harris had stored there in an effort to insulate his suspected activities from police.

While he was out on bail following his arrest for the alleged activities above, Hall allegedly became involved in a robbery in Penn Township in April of this year. She was charged with conspiracy to commit robbery, criminal use of a communications facility, and conspiracy to commit simple assault by Penn Township Police.

In September, police determined that Harris and Hall were continuing their drug distribution activities, again while out on bail. Undercover officers made a series of crack cocaine purchases from the suspects, which led to additional arrests on September 5. 

A search of a home on the 600 block of Carlisle St. in Hanover was conducted as part of the investigation, and police recovered approximately $12,000 in cash that was believed to be the result of drug transactions.

This led to the arrests of Andrea Carole Cullison, 52, and Terry Scott, 62, who both resided at the Carlisle St. home.

Additional suspects arrested as part of the investigation were:

  • Jerrelle "Lou" Louisa Blanson, 33: charged with four counts of delivery of fentanyl and methamphetamine. Starting in April 2022, he allegedly delivered controlled substances to undercover investigators in Spring Garden Township, Penn Township, and the city of York.
  • Peter "Gunz" D. Goines Jr., 36, of Hanover: three counts of delivery of cocaine for allegedly delivering controlled substances to undercover investigators in April 2022
  • Carlos Lorenzo Cotton, 46, of New Oxford, and Geoffrey "G" Odan Davis, 37, of York: charged with drug delivery and criminal conspiracy for allegedly working together to deliver controlled substances to undercover investigators in Hanover in May 2022.
  • Shayne Lee Calp, 35, of York: charged with two counts of delivery of cocaine when, beginning in April of 2022, he allegedly delivered controlled substances to undercover investigators in Hanover Borough and West Manheim Township. 
  • Robert Allen Bullock, 58 and Stephen Douglas Riley, 37, both of Hanover, and Robin Marie Bartgis, 39, of Philadelphia: charged with possession with intent to deliver cocaine and criminal conspiracy when the search of a home on the 300 block of East Middle St. in Hanover in July 2022 recovered cocaine, marijuana, and methamphetamine. 
  • Diane Dean, 61, of Hanover: one count of possession of cocaine. She was a resident of the home on the 300 block of East Middle St. in July 2022.
  • Kelly Marie Marion, 63, of Hanover: charged with one count of delivery in cocaine for delivering controlled substances to undercover investigators in Hanover in July 2022.
  • John Pierre Demoss, 44, of Hannover: charged with one count of delivery of cocaine when she allegedly delivered controlled substances to undercover investigators in Hanover Borough. 
  • Savaughn "S" Omar Salisbury, 21, of Hanover: charged with three counts of delivery of a controlled substance and two counts of possession with intent to deliver cocaine and marijuana after the search of a home on the 500 block of York St. in Hanover in March recovered marijuana, oxycodone, cocaine, and $4,900 in cash.
  • Derrick "Dizz" Ulysses Dykes, 35, of Darby: charged with 2 counts of delivery of cocaine for delivering controlled substances to investigators in Hanover in August 2022. In October of that year, Dykes allegedly shot Peter Goines Jr. (one of the arrests above) in an incident on the 100 block of North St. in Hanover. He was subsequently charged with attempted homicide, aggravated assault and reckless endangerment.
  • Bryan T. Bradley, 20, of Hanover: charged with one count of possession with intent to deliver marijuana and carrying a firearm without a license following an August 2022 incident in Penn Township.
  • Desean Alexander Williams, 29, of Hanover and Terrell Lee Smith, 33, of Shippensburg: one count each of possession with intent to deliver cocaine and criminal conspiracy after undercover police made a series of drug buys from a home in Penn Township. Police searched the home in February and recovered cocaine, a handgun, and $22,000 in cash.
  • Joseph Allen Morse, 28, of Hanover: charged with possession with intent to deliver marijuana in May when a probation officer visiting him observed quantities of marijuana in the kitchen. He was also charged with corruption of minors because there were juveniles present in the home.
  • Iroc Shane Bunch, 23, of York: while visiting Bunch's Manchester Township home in April, a probation officer observed marijuana and contacted police, who searched the home and discovered seven pounds of marijuana and 1,400 tablets of the designer drug Bromazolan. The subsequent investigation led police to a garage on Baltimore Street in Hanover, where police say an associate of Bunch's was taking fentanyl orders on the Dark Web. The associate would give the pills to Bunch, who processed the orders in the garage and distributed the drugs by U.S. Mail. Police recovered 6,320 fentanyl pills, 9 pounds of marijuana, 8 ounces of psychedelic mushrooms, and $21,000 in cash.
  • Brittney Rose Rasnake, 29, of Hanover: allegedly delivered cocaine to an undercover officer in June. The investigation led police to a hotel on the 900 block of Carlisle St. in Hanover, where they contacted Donald Aaron Alstrom, 46, of Hanover, and David Aaron Sanders, 38, of Baltimore. Gary Montez Washington, 40, of Baltimore, was also located in a nearby parking lot. Police determined Rasnake and Alstrom contacted the Baltimore suspects to deliver cocaine to the hotel room. Some of the cocaine was subsequently delivered to an undercover officer.
  • Aaron Michael Hull, 33, of Hanvoer: was found to be in possession of cocaine and $10,950 in cash when he was searched by police investigating the report of suspicious activity near Hanover Square in June. A search of his car found an unlicensed firearm. He was charged with possession with intent to deliver cocaine and illegal possession of a firearm.
  • Nelfry Luis German-Almanzar, 33, of Hanover: charged with one count of possession with intent to deliver cocaine after a search of his home on the 100 block of 3rd St. in Hanover on July 11.
  • Maurice Bray, 28, of Hanover: one count of possession with intent to deliver marijuana and two counts of person not to possess a firearm in August after York County probation officers found marijuana and firearms present in his home during a supervisory visit.

The investigation is ongoing, Sunday said.
