Dauphin County officer honored for professionalism, bravery in dangerous situation

DAUPHIN COUNTY, Pa. — A Highspire Borough police officer is being recognized for his exemplary conduct and exceptional professionalism in the face of danger. 

According to the Highspire Borough Police Department, Officer Troy Patrick Elhajj responded to a domestic dispute on Sept. 26, 2023, assisting the Borough of Steelton Police Department. 

At the scene, Officer Elhajj was faced with an immediate threat when one of the individuals involved in the dispute displayed a firearm and pointed it directly at officers. 

In the face of danger, Officer Elhajj took action to protect himself and fellow officers. He maintained a composed demeanor and positioned himself behind cover while simultaneously issuing clear and authoritative commands for the individual to drop the weapon. 

Despite the individual's initial resistance, Officer Elhajj persisted with negotiation skills, employing positive and persuasive dialogue to de-escalate the situation. 

Officer Elhajj successfully convinced the individual to drop the weapon and peacefully surrender to officers. 

"His courageous decision not to resort to deadly force, instead utilizing other available options, undoubtedly saved the life of the distress[ed] individual and ensured the safety of all involved," officials with the Highspire Borough Police Department wrote in a statement.

The Highspire Borough Council formally and publicly recognized and commended Officer Elhajj for his exceptional performance. The recognition not only acknowledges his outstanding contributions but also reinforces the importance of exemplary conduct within law enforcement.
