PA cop with history of stalking, opens fire on woman and her 15-year-old daughter

GLENOLDEN, Pa. – Former Colwyn cop Stephen Rozniakowski received a Protection from Abuse order from a woman in Delaware County this week.  According to WPVI, after the order was delivered to his home, he put on a bullet proof vest, and kicked down the door to her home.

“He came up the steps with his gun drawn, and as soon as he saw Mrs. Morrow and her daughter in the hallway, he started repeatedly firing at them in their direction, striking Mrs. Morrow and also hitting her 15-year-old daughter,” Said Delaware County District Attorney Jack Whelan.

Rozniakowski allegedly shot Valerie Morrow to death, and shot her 15-year-old daughter once in the arm.  Morrow’s husband, also a police officer, returned fire.  When Tom Morrow ran out of bullets he jumped out a second floor window and ran on a broken ankle to a neighbor’s house to call 911.

According to sources, Valerie Morrow and Rozniakowski had at one time been romantically involved, and his motive may have been jealousy.

The shooting happened just three hours after Rozniakowski called his boss to resign.

Rozniakowski has a history of stalking charges and is involved in a case in Montgomery County where a woman accused him of texting her and calling her – sometimes more than 100 times a day.  Rozniakowski has been off street-duty since charges were filed in March.  According to court records, he was also found guilty of harassment in 2009 and 2010.

Rozniakowski remains hospitalized in critical but stable condition. He faces murder charges, and the DA says he is contemplating the death penalty.

Tom Morrow and his 15-year-old daughter have both been treated and released.
