LANCASTER CITY DRUG RAID

LANCASTER, Pa. –  A roof top chase ends with the arrest of a pair drug suspects in Lancaster City this morning. At about 9:50 am the Lancaster Police Selective Enforcement Unit assisted by the Street Operations Group, patrol officers executed a search warrant at 354 Beaver Street.  The warrant resulted a month long investigation by SEU officers who made several controlled purchases of heroin from inside the residence.

While executing the warrant, two male suspects fled from a third floor window and then across neighboring rooftops.  They eventually jumped to the ground in an effort to continue their escape. One of the suspects, identified as Jose Santos, Jr., 43, attempted to crawl through the window of a neighboring house to avoid arrest.  He was unsuccessful. Santos and the second suspect identified as Kenneth Diaz-Castro, 32, whose last known address was on Zook Avenue, were taken into custody by pursuing officers.  A third suspect arrest inside the home is identified as Angela Hevener, 34.

Inside 354 Beaver Street police encountered squalid conditions. The rear door was secured with clear packing tape and two large dogs had defecated in several areas of the house.  During their search of the home, police found 83 bags of heroin with a street value of $830.00 twelve hypodermic needles used for heroin, a complete drug kit heroin use, plus records of money earned and spent on heroin purchases and sales.

Police also observed numerous drug related paraphernalia including several empty heroin bags strewn throughout, several spoons with burn marks and dried heroin on the face of the spoon and small black rubber ties used to bind heroin bundles together. They also found additional empty heroin bags in a trash bag attached to the inside door handle of a 12 year old boys bedroom. There were also empty heroin bags, hypodermic needles and other use paraphernalia in the common living room which was easily accessible by the 12 year old boy.

All three suspects are charged with Possession with Intent to Deliver Heroin and Possession of Drug Paraphernalia. Hevener faces an additional charge of Endangering the Welfare of a Child.  Jose Santos also has an outstanding warrant for Simple Assault. Diaz-Castro, also has an outstanding bench warrant through the York County Sheriffs Office.
