The York County SPCA will no longer be picking up stray animals in East Manchester Township because of an ongoing issue with their contract.

“This is a very difficult decision for us, turning away a stray animal is not something that we do,” said Melissa Smith, Executive Director of the York County SPCA. Smith says the township owes $3,632 for 2012 and would need to pay an additional $3,632 by the end of March for the 2013 contract. “We were asked in good faith to continue providing service until we could reach a resolution, and when it came closer to 2013 it became clear that we had to resolve the issue with 2012 before we could move forward with 2013,” said Smith. “That fee would cover any stray that is found in the municipality by a good Samaritan, by a police officer, by an animal control officer. It is 24/7 coverage. It is coverage for any injured animals. It is coverage for any domestic animal.”

So now people living in East Manchester Township have to call the township or a state dog warden if they find a stray. “We are referring them back to the township. At this point I think a state dog warden would pick up a stray dog between Monday through Friday, between 8 a.m. and 4 p.m. Someone that has legitimately lost their animal would not know where to look for that dog. Typically they would call here, we would reunite them, but the big problem is that dog could go to any kennel in Pennsylvania,” said Smith.

Calls out to the township have not been returned at this time.
