YORK COUNTY, PA (WPMT) The FBI and U.S. Department of Justice have been petitioned to investigate the Springettsbury Township Police Department, in York County, for violating the civil rights of Debra Williams, Stephen Landis and the estate of Todd W. Shultz in three separate excessive force incidents involving township police officers.

In the third incident involving the 2012 shooting death of Todd W. Shultz, attorney Devon Jacob, alleges that Springettsbury Township Police has gone rogue and as a result, the general public is in grave danger.  Jacob further alleges the problem is systemic and involves Springettsbury Township, Pennsylvania State Police, Pennsylvania Chiefs of Police and numerous public officials including York County District Attorney Thomas Kearney, III.

Jacob’s Complaint included a CD containing relevant material and documents of each case.
