LANCASTER, Pa.–A Lancaster man already in prison for stalking a 17-year-old girl earlier this year is accused of stalking the same girl again, police said.
Northern Lancaster County Regional Police filed an additional felony stalking charge against 27-year-old Melvin E. Lapp on Tuesday.
In the latest incident–Lapp wrote a letter to the victim while he was incarcerated at Lancaster County Prison, according to the affidavit. The victim notified police after receiving the correspondence. Lapp wrote of his “jealous love” towards the girl and that he would finally be able to see her in the courtroom, court documents state.
Lapp plead guilty in court on June 4 for stalking the same girl, police said. As a condition of his sentence, Lapp was ordered not to have any contact with the girl, according to police reports. Several days after being convicted–Lapp showed up at the victim’s church and caused a disturbance, court document state. Pennsylvania State Police charged him with defiant trespass.
In February–the girl was granted a protection from abuse (PFA) order against Lapp.
Lapp’s next scheduled court appearance is on Sept. 30, according to online court documents.
