MIDDLESEX, TWP., Cumberland County, Pa.– Pennsylvania State Police have arrested and charged a 48-year-old Perry County man for the rape of an underage mentally handicapped girl.
Mark Clegg, 48, of Duncannon, is being charged with two felony counts of rape of a mentally disabled person, statutory sexual assault on an person 11-years or older, and one count each of aggravated indecent assault and indecent assault of person with a mental disability.
According to state police, on March 17th, the victim told police Clegg had touched her in a sexual manner when she was under the age of consent.
Through an investigation, troopers learned that these incidents took place between the years of 2013-2014 along Buckeye Lane in Cumberland County, when she was a minor.
The victim is currently 18-years old and is mentally handicapped.
Clegg was arraigned on Friday and posted his own unsecured bail of $50,000.
Clegg’s preliminary hearing scheduled for August 15th.
