HARRISBURG, Pa. – The attorney for former Harrisburg Mayor Stephen Reed files a motion to quash and dismiss the bulk of the 499 criminal charges against his client.

Terence Grugan filed the Motion for Dismissal with Magisterial District Judge William Wenner late today. Grugan contends that 338 of the criminal charges presented by a Statewide Investigating Grand Jury, should be dismissed because they were filed more than five years after Reed left office and therefore were in violation of the statute of limitations. Reed served as the mayor of Harrisburg from 1981 until January 4, 2010.  He was indicted by the Grand Jury in July this year.

Following a months long investigation the Grand Jury concluded that Reed improperly diverted money from bond offerings to pursue his own interests.  A Grand Jury presentment recommended that Reed be charged with Corrupt Organizations, Misapplication of Property of the Government, Deceptive Business Practices, Tampering with Records, Securing Execution of Document by Deception, Theft by Failure to Make Required Disposition, Theft by Deception, Theft by Receiving Stolen Property, Theft of Services, Bribery and Dealing in Proceeds of Unlawful Activities.

The charges against Reed have been described as the most disturbing ever against a public official.
