A power outage in Lancaster ties up the afternoon commute.PPL says there was an explosion in an underground power line in the 400 block of N. Prince Street. It blew off a manhole cover and cut power in parts of the city.
27,000 customers lost power and some traffic lights were knocked out. PPL says the power is now back on.
