A power outage in Lancaster ties up the afternoon commute.
PPL says there was an explosion in an underground power line in the 400 block of N. Prince Street. It blew off a manhole cover and cut power in parts of the city.
27,000 customers lost power and some traffic lights were knocked out. PPL says the power is now back on.
