The report recommends the use of efficient florescent lighting, incentives to drive less and tree planting in cities.

Governor Rendell says Pennsylvania is responsible for one percent of the world's man-made greenhouse gas emissions. He says the recommendations will cut greenhouse gasses by 36 percent.

A 2008 state law ordered the report, but the legislature is not required to pass any laws forcing changes on climate change.
