CARLISLE, CUMBERLAND COUNTY - Police in Carlisle said Thursday they have to notify the entire borough of a registered sex offender living in the area because the man is homeless.

Leroy Edward Malseed, Sr., is registered under Megan's Law, but he cannot list a specific address because he does not have one.

Carlisle Police Chief Stephen Margeson said his department had to notify all of the borough's school's and day care facilities that Malseed lives in the area.

They also have to issue a news release.

"In this case, since we don't have a specific address, we're required to make notification to the entire community," Margeson said.

If Malseed had a specific address only people in his neighborhood would have to be notified, he added.

Malseed's status as a sex offender also means he is barred from most homeless shelters.

"The solution would be to develop a housing program for them (sex offenders) so that it doesn't isolate them, and you would be able to track where they are," Shari Bellish, Executive Director of Carlisle Combined Area Resources for Emergency Shelter.

A Pennsylvania Superior Court decision states that homeless sex offenders are not breaking the law by having no permanent residence.
